Consumer-Directed Services
Fiscal Intermediary Agreement

Funding for this program will be provided through our existing Consumer-Directed Services
budget. No additional funding is being requested. This collaboration with our Human
Resources Department and Finance Department will simply allow us to better serve our clients
with our current budget. We will process the personal attendant's timesheet through the Munis
system. Not only will this simplify the entire process for everyone involved, it will also allow our
staff to monitor each client's personal account on line at any time. We will simply access their
data via the existing Munis software system.

I apologize for this lengthy request. I have tried to explain this unique situation as simply as
possible. We are extremely appreciative of the support and assistance that we have received
from both our Finance Department and Human Resources Department throughout this process.
As always, everyone has been very creative in an attempt to find a way to solve the problem that
has proven to be very difficult for our staff for a couple of years instead of explaining to us why it
will not work within our current system. Once again, we are requesting that the Board of
Commissioners do the same and approve the concept and agreement titled Consumer-Directed
Services Fiscal Intermediary Agreement and authorize the Cabarrus County Director of Aging to
execute the individual agreements.

This program will allow us to better utilize our Consumer-Directed Services budget and provide
the true benefits of this unique Pilot Project to the funding agencies. With this support, we will
likely see other local government agencies across the United States replicate our program and
establish contractual agreements with Consumer-Directed Service Programs in their
communities. It is truly rewarding to be part of such an innovative and progressive local
government system that allows the departments such as ours to participate in Pilot Projects and to
position our agencies in front of our counterparts across the state.

Thank you for your time and consideration. As always, we sincerely appreciate your continued
support of all of our services and programs for the older adults of Cabarrus County.

G~~
