Association of County Commissioners are set forth <br />below. <br /> <br />,,,,j(\!il(iJi$~f\. 2005.06 LEGISLATIVE GOALS <br />'I;..',:.... . <br /> <br />lil <br />i <br />o <br />'" <br />~ <br />'r: <br />o <br />'>:; <br />D. <br /> <br />Medicaid Relief <br />Seeklegislation to implement a six-year phase out of county participa- <br />tion in the costs of Medicaid; and, for the first year, cap county costs at <br />the fiscal year 2004-05 level and provide relief by targeting supplemen- <br />tal financial assistance to any county in which more than X percent of <br />the population is eligible for Medicaid. <br /> <br />Background <br />North Carolina and New York are the only two states to require counties <br />to paj'ticipate in all aspects of the Medicaid program. In 2004-05, the <br />county share of Medicaid is expected to be around $440 million. <br /> <br />Revenue Options <br />Seek ilegislation to allow all counties to enact any or all of several <br />revenue options from among those that have already been authorized <br />for any other county. <br /> <br />Background <br />Curnlptly, several counties have revenue options that are not available <br />to all !counties. These include: prepared meals taxes, occupancy taxes, <br />land liransfer taxes and impact taxes. The Association believes that any <br />reve'1\Je options made available to one county should be made available <br />to all ,100 counties. <br /> <br />School Construction Bonds <br />SUPPbrt legislation to provide for a statewide referendum on a bond <br />issue to meet school construction needs caused by increased enrollment <br />and II1andated reduction in class size. <br /> <br />Back$round <br />North Carolina is one of the fastest-growing states in the nation. The <br />inflUJ<! of school-age children is placing demands on many counties to <br />build pew schools. In addition, recently enacted legislation to reduce <br />class size in the lower grades is also causing many counties to provide <br />more Classroom space. <br /> <br />4 .'1 5 <br /> \".":'1' .' <br />
