22. Affirmative Action: The Contractor shall take action in complying with all Federal and State requirements 'concerning fair employment and employment of the handicapped, and concemine the treatment of all employees without regard to discrimination by reason' of race, color, ~e. ComplianCe with Laws: The Contractor shall comply with cost principles and administrative roles provided in Office of Management and Budget Circulars A- 110 and A- 112. FUnds received under this Contract Shall be used to provide additional public funding for such se~'ices: the funds shall not be used to reduce the Contractors total expenditure of other public funds 'for such services. 27. Amendment: The Council may fi.om time to time, require change in the scope of the semces or extension of time of the Contractor to be performed under this aureement. Such chant, es, including but not limited to any renewal or extension that increases o~ decreases the amount of the Contractors compensation, which are mutually agreed upon by and between the Contractor and Salisbury- Rowan Commtmi .ty Sen'ice Cour~cil Inc., shall be incorporated in written amendments to agreement after being signed by both parries.
