INTEROFFICE MEMORANDUM

TO: MIL COOK LL~//~
FROM: SANDRA S. RUSSE

SUBJECT: NEWSPAPER ARTICLE
DATE: 03/15/02

I am writing in regard to the attached newspaper article, "Frills come before services, critics say."

The last paragraph has a quote attributed to me that I did not make. I am referring to the last six
lines of the article, which reference an opinion of the Republicans and Democrats.

I would like to stress that at no time during my conversation with the reporter, Amy Wadsworth, was
any mention made regarding my political affiliation or my views of the Republicans or Democrats. I
am devastated that the arfide was written to appear that I made the last quote in the an/de. I never
bring politics into the office. I rarely ever mention my political affiliation. I would never make a
statement about my opinion in regard to how I felt a specific political party was managing things. To
be quite honest I do not know the political affiliation of the county commissioners.

I have qo!atacted the reporter, Amy Wadsworth, along with the editor of the paper, Dale (2line,
requesting a correction and an apology. See attached e-mail. Anything that you could do to help
assure that this correction is made would be greatly appreciated.

I personally feel that the way the arfide appeared damaged my professional reputation. I hope that it
has not harmed my relationship with this county where I have worked for over 28 years. I am
dedicated to serving the citizens of Cabarrus County and would not do anything to cause harm to
come to the agency or county.

Thank you for allowing me the opportunity to clarify this situation.
