Mr. Marshall said the developer <br />also needs to obtain a sewer easement across some private <br />property to obtain access to the Rocky River line. Both our <br />regulations and NCDOT require turn lanes. He said you will notice <br />in staff's recommendation that there is a condition that those be <br />shown on the maps, and staff have received amended maps. They <br />have met that condition. Mr. Marshall said the primary issues are <br />related to water and sewer. He said the sewer is a matter of <br />access across that adjacent property. Water service is held up by <br />the restrictions that the City of Concord is under right now. Mr. <br />Marshall said there is a note under the conditions that is fairly <br />standard about the water and wastewater meeting the <br />specifications of the City of Concord and WSACC as adopted. Staff <br />does fi, nd that on a technical level the subdivision does meet all of <br />the design requirements and zoning requirements. However, it is <br />not in conformance with the adequate public facilities ordinance <br />and that is related both to the water service as well as schools. He <br />said the water service in particular is an issue that the City of <br />Concord will discuss .through some agreements with <br />Charlotte/Mecklenburg utilities. Mr. Marshall said the Board could <br />make approval of this conditioned upon them being able to receive <br />water service through the City of Concord. l~n addition, staff is also <br />working with the developer, in looking at adjacent property owners, <br />on some possibilities for some grant monies to help with that sewer <br />situation. :It would also gain access to the sewer and water for <br />some Iow-income areas near by. Staff would then under our <br />community development use that water and sewer to provide those <br />services to those residents. Mr. Marshall said staff have somewhat <br />of a interrelated issue on this particular subdivision. Staff <br />recommends, as the Board has done in the past, that they review <br />this in two parts. One, that you vote on the technical aspects and <br />whether or not it meets the subdivision regulations. Second that <br />you vote on whether or not it meets the adequate public facilities <br />ordinance standards. <br /> <br />Mr. Jason Dolan, Concord Engineering & Surveying, addressed the <br />Board stating he has been working with the Cabarrus County <br />Planning Department for the last two months.
