DRAFT <br /> <br />DRAFT <br /> <br />Planning and Zoning Commission Minutes <br />May 16, 2002 <br />7:00 P.M. <br /> <br />Mr. Thomas Dwiggins, Chairperson, called the meeting to order at 7:03 p.m. <br />Members present in addition to the Chair were Mr. Danny Benton, Mr. Clyde <br />Drye, Jr., Mr. Larry Griffin, Mr. Leonard Lancaster, Ms. Miki Lingafelt, Mr. John <br />Littlefield, Mr. Richard Moore and Mr. Dewey Moose, Jr. Attending from the <br />Planning and Zoning Services Division were Hr. Jonathan B. Marshall, Planning <br />Services Director, Hr. Jay Lowe, Senior Zoning Inspector, and Ms. Phyllis C. Carr. <br />Also attending was Mr. Richard Koch, Attorney for the Planning and Zoning <br />Commission. <br /> <br />There being no corrections to the April 18, 2002 Minutes, Mr. Drye MOTiONED,- <br />seconded by Mr. Moose to approve the minutes as mailed. The vote was <br />unanimous. <br /> <br />New Business <br /> <br />Planning Board Functions: <br /> <br />The Chair introduced the first item on the Agenda, Preliminary Subdivision Plat <br />Approval, Petition C02-03(S): <br /> <br />Applicant: Dockside Development <br />Request: Preliminary Subdivision Plat Approval <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Dockside Development to have their subdivision <br />plat Moorecrest approved preliminary. <br /> <br />Hr. Jonathan Marshall, Planning and Zoning Services Director, <br />addressed the Board presenting Petition C02-03(S) and staff report <br />stating the developer is working with the City of Concord to provide <br />water and sewer to the property. In addition, a letter of flow <br />acceptance is required from WSACC. He said there has been some <br />discussion with the WSACC and that is interrelated with the sewer <br /> <br /> <br />
