Planning and Zoning Commission Minutes <br />May 16, 2002 <br /> <br />Page 4 <br /> <br />Mr. Thornley said those are the two issues that could be worked <br />out with the WSACC staff. <br /> <br />Mr. Moore said he would like to see an additional condition placed <br />on that. <br /> <br />The Chair said asked Mr. Moore what would he like to see added. <br /> <br />Mr. Moore said he would like to see added as a condition that some <br />agreements be in place with the City of Concord for providing water <br />and sewer to the development. He said it does not sound like <br />there is anything firm for providing water and sewer and there is a <br />lot still up in the air. Mr. Moore said there was also a note that all <br />construction of water and sewer lines shall be in strict accordance <br />with the standard specifications for wastewater collection and <br />water distribution for Cabarrus County and the City of Concord <br />regional water resources water and sewer policy manual. He said <br />that is a condition that he would like to see added if it is <br />appropriate. <br /> <br />The Chair said it seems to him that this project has a number of <br />problems with the adequate public facilities ordinance, that being <br />water, sewer and schools. He asked the applicant to come back <br />before the Board. <br /> <br />Mr. Gary Knox addressed the Board stating it is their intention to <br />use municipal water from the City of Concord and not go to a well <br />system. He said accepting that as a condition of the plat they have <br />agreements for sewer service from the City of Concord, which <br />would be the retail provider of sewer to them, not necessarily <br />WSACC. Mr. Knox said they have a letter of service from the City <br />of Concord relative to water. He said they acknowledge that and <br />they are accepting that. Mr. Knox said they were actually <br />approached by Bob Stark through the planning department relative <br />to their being some limited funding for federal grants to extend <br />water and sewer in areas. At that point and time it was going to <br />require 25% private participation from matching grants. He said <br />historical municipalities and counties had been making that <br />contribution; however, with the State crunch and withholding of <br />funds, very few municipalities are out there applying for these <br /> <br /> <br />
