Mr. Knox said they <br />have offered to enter into an agreement to contribute funds to <br />make that happen as it relates to building part of a system that fits <br />the City of Concord master plan to get some municipal services in <br />that area. He said he would ask the Board to address the technical <br />aspects of the plat because they are comfortable with it. They <br />understand from staff that it meets their requirements and again <br />they, as the petitioner, would accept those conditions. <br /> <br />The Chair asked what sort of time frame do they anticipate to get <br />those water and sewer agreements in place. <br /> <br />Mr. Knox said it was their best efforts to have them here in place <br />tonight before they came before the Board. He said it is imminent <br />being within 30 to 60 days. Mr. Knox said he would anticipate by <br />the time they are in front of the County Commissioners, one or two <br />of those two issues should be resolved, either the water or the <br />sewer. <br /> <br />There being no further comments Mr. Moore MOT]:ONED to <br />approve Petition C02-03(S) on the 'technical merits under these <br />conditions: 1) Make changes per NCDOT letter regarding turn <br />lanes. 2) Make street name changes for E91:L purposes. 3) That a <br />note reading, "all construction of water and sewer lines shall be in <br />strict accordance with the standard specifications for wastewater <br />collection and water distribution for Cabarrus County and the City <br />of Concord regional water resources water and sewer policy <br />manual be added to the plat. 4) That agreements be in place for <br />the City of Concord to provide water and retail sewer. 5) The flow <br />agreement be obtained for WSACC. <br /> <br />The motion failed for lack of second. <br /> <br />Mr. Drye MO-I-[ONED to deny Petition C02-03($) based on the <br />adequate public facilities ordinance, seconded by Mr. Dwiggins. <br />The vote was unanimous. <br />Petition C-02-03(S) Denied <br /> <br /> <br />
