WA TER AND WASTEW.4 TERSER VICES <br /> <br />INTRODUCTION <br /> <br />The provision of water and sewer within the plan area is an important consideration in analyzing <br />past and projecting future development patterns. Both public utility systems and private well and <br />septic systems are used to meet the water and wastewater needs of area residents. The Eastern <br />Area Plan takes into consideration the improvements recommended in the Water and Sewer <br />Authority of Cabarms County's 50 year Master Plan as well as utility improvements planned by <br />the Town of Mount Pleasant, the City of Concord, and the City of Kannapolis. The purpose of <br />this section is to examine thc effect these planned improvements may have on development <br />patterns in the area. For specific details, it is best to refer to thc Water Authority's Master Plan <br />and the capital improvement plans of for each municipality. The plan also examines the role of <br />private delivery systems and their role in the planning area. <br /> <br />EXISTING CONDITIONS <br /> <br />The plan area consists of Townships 6, 7,and 8 and portions of Townships 5 and 9. Public water <br />and sanitary sewer are currently available to most of the area within the town limits of Mount <br />Pleasant and to land along the corridors of Highways 49 and 73 between Concord and Mount <br />Pleasant (See Maps 5 & 6). <br /> <br />Two sources of water serve the Mount Pleasant area. They arc Dutch Buffalo Creek and the <br />Black Creek Run Reservoir. Both are protected by the Watershed Overlay Districts included in <br />both the Cabarms County Zoning Ordinance and the Town's Unified Development Ordinance. <br /> <br />The areas not within the service area for public water and sewer use private wells and septic <br />systems. Based on data from the USGS, soils in the planning area are classified as having <br />moderate to severe limitations for septic systems. In fact, the majority of the planning area is <br />classified as having severe septic system limitations as shown on Map 7, denoted in light blue. <br /> <br />FUTURE IMPROVEMENTS <br /> <br />The Town of Mount Pleasant recently received a State Revolving Loan and grants to upgrade <br />existing utility infrastructure. The money will be used to replace decaying infrastructure in order <br />to maintain the operability of the utility system. These monies will not be available for increasing <br />system capacities. The City of Concord, in cooperation with other jurisdictions in the County, is <br />in the process of exploring the feasibility and funding of capital improvements that will enable <br />the purchase of water from the Tuckertown Water Treatment Plant, operated by the City of <br />Albemarle. Should this project be feasible, approval from the State for an inter-basin transfer is <br />required. The water lines required for this project would be constructed along the Highway 49 <br />corridor through eastern Cabarrus County on its way to the City of Concord. The project is at <br />least three to five years from completion. <br /> <br />Another project listed in the WSACC Water and Wastcwater Master Plan that will have a future <br />impact in thc eastern planning area is a water line improvement along Irish Potato Road. The <br />plan calls for an eight inch line in the year 2020. <br /> <br />In thc WSACC Master Plan, wastewater capital improvements are limited to the Adams Creek <br />Basin. These improvements are called for in 2010. No additional wastewater improvements are <br />anticipated during the plans 50 year time horizon. <br /> <br /> <br />
