Major Issues <br /> <br />· Do not encourage private utility systems. Once annexed the property owners will not be the <br /> Town's utility services customers. Additionally these systems may not be built, maintained, <br /> and monitored to the same standard as public systems. <br />· Establish utility service policies for new developments <br />· Do not permit rezoning to higher densities unless they are able to connect with public utility <br /> lines. <br />· Have an established capital improvements plan so the Town always knows its infrastructure <br /> goals. <br />· Monitor ground water resources to ensure the sustainability of this vital resource. <br />· Ensure the long-term viability of area soils to absorb septic effluent. <br />· Monitor the location and frequency of septic systems failures in the planning area. <br /> <br />Utility Recommendations <br /> <br />· Establish an Urban Service Boundary and adopt an inter-local agreement to recognize its <br /> establishment. <br />· Identify funds to expand Mount Pleasant's utility service capacity to complement the Town's <br /> economic development goals. <br />· Monitor the well and septic system failure rates and make policy changes when warranted. <br />· Direct residential growth to areas served by existing utility infrastructure prior to approving <br /> system expansions. <br /> <br /> <br />
