Cabarrus County Findings and Recommendations Report

The proposed system complies with required features and functionality outlined by the County in
the Request For Proposal.

ALT also included a comprehensive telephone and voice mail training program in their proposal.
They have a support staffof 10 trained technicians in Charlotte. ALT's service rate is also $80
per hour.

Sprint proposed the Nortel Meridian I Option 81C PBX system for the Govemment Center, and
an Option 61C for the Human Services Complex, both with a 32 port Meridian Mail voice mail
systems. Fiber Remotes would service the Sheriff's Department and Library, mini remote shelf
units would service the other locations, except Home Health and General Services, which would
utilize an Option 1 lC PBX. The Animal Shelter would be equipped with an expansion cabinet
from the 1 lC in General Services. The Option 81C, 61C and 1 lC are all state-of-the-art PBX
systems that offer a great deal of voice and data communications functionalities. The proposed
MINI Remote Shelf units for some of the outlying sites will accommodate 10 universal cards, or
a maximum of 160 stations. The proposal utilizes fiber for all locations where it exists. Carder
provided T1 circuits will be required for all other locations.

Sprint included uninterruptible power supplies and system administration in their base
configuration. The figures in the above table have been adjusted to reflect these items as
"optional."

The Meridian Administration Tools (MAT) is an integrated suite of applications and system
management tools that provides such functions as system programming, traffic analysis, call
accounting, and maintenance. The station administration integrates with Meridian Mail,
allowing definition of voice mailboxes within MAT.

The Meridian Mail is a fully integrated digital voice messaging system that is provided as a card
option within the PBX. Message waiting notification problems are generally alleviated with this
level of integration.

Sprint will train all County personnel on telephone and voice messaging. Additional certification
training can be provided by Nortel should the County choose to perform move, add, and change
work internally at additional cost. Sprint has four (4) factory-trained personnel and a total of 16
qualified service people in the Charlotte area, and has Nortel Meridian system technicians
throughout North America. Sprint stocks spare parts at their local service centers in Charlotte,
Kemersville, Asheboro, and Hickory. Sprint's hourly service rate is also $70 per hour.

MAINTENANCE CALCULATION

The industry standard is to provide a full year warranty for both parts and labor on new telephone
systems. The County may purchase a maintenance contract that, in essence, extends the warranty
on a year-to-year basis.

© 2000, RSM McGladrey, Inc. 7- I C~ Page 4
