Cabarrus County Findings and Recommendations Report

These prices are for the telephone and voice mail systems, and include installation, training,
shipping and handling, and any other required miscellaneous equipment. We conducted a review
of each proposal to determine if they met the specifications detailed in the RFP.

The prices of the ALT Communications and Sprint systems have been adjusted to reflect the
removal of "optional" equipment.

CTC (Concord Telephone Communications) proposed two Mitel SX2000, and nine Mitel
SX2000 MicroLight systems. The Govemment Center's SX2000 system would also be equipped
with two remote peripheral cabinets. These would service the Sheriff's Department and the
Library, and would be connected the main system via existing fiber optic cable. Similarly, the
SX2000 in the Human Services complex in Kannapolis, would be connected to the SX2000
system in the Government Center via existing fiber optic cable. The nine MicroLight systems
would connect to the Govemment Center's system via T-1 lines leased fi.om Concord Telephone.
The T-1 lines would also support the data communications needs of these locations. The Animal
Shelter would be equipped with a "Superset Hub Package" connected by existing fiber optic
cable to the system in General Services.

Smaller County facilities would be served by "Off Premise Extensions" (OPXs) fi.om the closest
Mitel system.

A Mitel 32 port voice messaging system was proposed to support all Concord locations. A
second Mitel 32 port voice messaging system would be installed in Kannapolis to support those
locations.

The Mitel SX2000, MicroLight, and voice messaging systems meet the requirements of the RFP
and are very feature rich, flexible systems that we believe would meet the immediate and future
needs of the County. These systems will support computer telephony integration, and are likely
to he the platform on which Mitel continues to build future applications. The existing County
Mitel systems are SX200's, leased to the County by CTC, however, this equipment is much older
technology and is not nearly as feature rich.

CTC included a comprehensive telephone and voice mail training program in their proposal.
CTC has seven (7) trained technicians in Concord, and has over 250 Mitel systems installed
within the County. Service rates for PBX systems are $80 per hour, and $120 per hour after
normal operating hours.

ALT Communications proposed two Tadiran Coral 111 PBXs to support the Government Center
and the Human Services locations. Eleven (11) Coral SL PBX systems were proposed for the
other locations. ALT also proposed using the existing fiber to intemonnect their systems where
available, and the other locations would utilize Concord Telephone provided T1 circuits to
connect the Coral SL systems to the Coral HI system in the Government Center. Two CMC 32
port voice-messaging systems were proposed for installation, one at the Government Center in
Concord and the other in Human Services complex in Kannapolis, each serving all users in each
city.

© 2000, RSM McGladrey, Inc. ~- t (~ Page 3
