Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />3. Ordinance Drafts <br /> <br />Objectives: <br /> <br />Develop an effective, user-friendly zoning and subdivision Ordinance 'that reflects <br />the needs of the Constituent JUrisdictions, values and resources. <br /> <br />Build strong staffand Steering Committee support for a public review draft of the <br />Ordinance. <br /> <br />3.1 <br /> <br />Applications/Procedures <br />FL&C will draft procedural sections of the Ordinance, which address various <br />zoning (e.g., rezoning, conditional use permit), subdivision (e.g., sketch plan, <br />tentative and final plans) and building applications (e.g., building permit, certificate <br />of occupancy). The Ordinance will include graphic flowcharts to simplify the <br />process for its users. <br /> <br />3.2 <br /> <br />Administration and Definitions <br />FL&C will draft administrative provisions and an illustrated definitions section of <br />the Ordinance. The illustrated definitions will facilitate Committee and staffreview <br />of subsequent sections. <br /> <br />3.3 <br /> <br />Zoning Districts <br />FL&C will draft zoning district sections, including, easy-to-read use matrices <br />showing permitted uses, conditional uses, special permit uses, and accessory uses. <br />These tables, combined with clear purpose statements, will improve public and <br />private decision-making processes. <br /> <br />3.4 <br /> <br />Development Standards <br />FL&C will incorporate existing development standards which will be retained, new <br />development standards, and any alternatives identified by the Steering Committee, <br />into the appropriate sections of the Ordinance. These standards will reflect <br />existing development trends and practices, except where existing deficiencies have <br />been identified or the Steering Committee has recommended changes. These may <br />include supplemental conditions for identified uses with unique characteristics or <br />impacts. Industrial performance standards and supplemental conditions for uses, <br />such as day care centers and home occupations, will enable the staff, the Planning <br />Commission and the governing bodies to address these special impacts in a fair, <br />consistent and effective manner.
