Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />Zoning DistrictsFtlses. The purposes, authorized uses and performance <br />standards will be applied to each existing zoning and[or overlay district. If <br />needed, existing districts will be proposed for consolidation. The outline <br />will also address permitted versus conditional uses and approaches to <br />planned development. <br /> <br />Standards and Required Improvements. Standards addressing lot or <br />parcel development requirements for buildings and related site <br />improvements, as well as design standards, adjacency, screening and <br />buffering criteria, and improvement requirements for new subdivisions will <br />be streamlined. This section addresses streets, utilities, parking, <br />landscaping, signs and other design elements. <br /> <br />Adequate Public Facilities. Measures to ensure the timing of <br />development to coincide with the adequate provision of public facilities to <br />promote the orderly establishment of growth will be provided. <br /> <br />2.2 <br /> <br />Staff Review Meetings <br />FL&C will conduct at least one (1) meeting with staffto discuss existing <br />procedural and substantive requirements. These meetings will be used to identify <br />existing Ordinance provisions which work well and those which are inadequate. <br />These meetings will provide detailed direction on specific Ordinance amendments. <br /> <br />2.3 <br /> <br />Steering Committee Review Workshop <br />FL&C will conduct a Steering Committee workshop to develop an overall <br />regulatory framework. The Committee will focus on policy issues, but may <br />identify particular technical aspects of the Ordinance which should be evaluated. <br />FL&C will present slides to illustrate the impacts of various regulatory techniques. <br />This approach is particularly valuable when evaluating sign provisions, setbacks, <br />intensity and compatibility standards. <br /> <br />2.4 <br /> <br />Summary Report <br />FL&C will summarize the status of the work program through Tasks 2.1 ~ 2.3 in a <br />brief report. In addition to providing a detailed annotated outline of the proposed <br />Ordinance, the report will identify key decisions from the Steering Committee and <br />issues pending further discussion. The report will be delivered to the stafffor <br />distribution to the Steering Committee, Planning Commission and the governing <br />bodies.
