Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />5. Optional Tasks <br /> <br />5.1 <br /> <br />Intergovernmental Coordination <br />FL&C can facilitate the preparation, adoption and implementation of various <br />mechanisms for intergovernmental coordination. The Firm is experienced in <br />negotiating mutually beneficial intergovernmental agreements and facilitating <br />passage of statutory authority for joint city/county planning and development <br />regulation. A useful framework for achieving intergovernmental coordination is <br />cross-acceptance. Cross-acceptance, which is used by FL&C in New Jersey to <br />implement its State Development and Redevelopment Plan, involves a formal <br />mechanism for ensuring horizontal consistency among the plans of different <br />entities. Cross-acceptance is effectuated by means of an intergovernmental <br />agreement between the affected jurisdictions. Cross-acceptance would allow the <br />Constituent Jurisdictions to participate in the process of adopting the Ordinance. <br />The estimated budget for this task includes five.(5) person-trips to Cabarrus <br />County. Enabling legislation may be prepared and supported on a time and <br />expense basis. <br /> <br />5.2 <br /> <br />Capital Facilities Plans <br />The FL&C Team can help the Constituent Jurisdictions prepare capital facilities <br />plans that are consistent with the Ordinance. The Firm also can coordinate capital <br />improvements programs with staff or the Constituent Jurisdictions' consultant <br />engineers. <br /> <br />5.3 <br /> <br />Administrative Manuals <br />An important element of "streamlining" development is to deafly convey the <br />process and requirements to developers and other people involved in the <br />development process. FL&C can prepare simple, graphically-oriented guides to <br />assist staff and applicants through the development process. For each aspect of <br />land use process, an administrative manual can include a flowchart, narrative <br />description and necessary forms and procedures. The cost will depend upon the <br />complexity of the particular process. <br /> <br />5.4 <br /> <br />Model Ordinance for Individual Consitituent Jurisdictions <br />The FL&C Team may "customize" the Multi-Jurisdictional Ordinance for any <br />Constituent Jurisdiction. This may include codification of the Ordinance and <br />integration into the existing code structure for the jurisdiction, integration of the <br />procedures and standards of the Ordinance with those of the service providers <br />within the jurisdiction, and/or the modification of zoning districts which an <br />individual jurisdiction wishes to retain into the structure of the Ordinance.
