Multi-Jurisdictional Zoni,ng. and Subdivision Ordinance

3.7

Steering Committee Draft
FL&C will prepare a Steering Committee Draft of the Ordinance which
inqorporates the recommendations of the Steering Cornnfittee for distribution to
the Planning Commissions for the public hearing process. The product of this
Task is a single, unified draft of the zoning and subdivision Ordinance for
presentation to the Planning Commissions and governing bodies of each
Constituent Jurisdiction.

4. ltearings and Adoption

Objectives:

Provide meaningful opportunities for constructive public input on the proposed
zoning and subdivision Ordinance revisions.
Facilitate adoption of the Ordinance.

4.1

Planning Commission Public }tearings/Recommendations
Consultant recognizes that the Constituent Jurisdictions have not decided whether
to adopt a uniform Ordinance, or whether the Ordinance will serve as a model for
adoption separately by each Constituent Jurisdiction. For budgetary puposes in
this Scope of Services, FL&C shall schedule and attend up to two (2) public
hearings on the Ordinance, and will provide any needed support in the foim of
presentation aids, graphics or other materials. However, we believe it is important
that at this critical juncture, the draf~ is not viewed as FL&C's work product, but
as the community's work product. Therefore, while FL&C will participate in the
public hearing, there are distinct advantages to having Steering Committee
members and Planning Commissioners play a major role in the public hearing and
adoption process.

4.2

Legislative Public ltearings/Adoption
FL&C will attend up to two (2) public hearings on the zoning and subdivision
Ordinance and provide needed support.

4.3

Revision/Final' Draft
FL&C will incorporate final revisions to the Ordinance and prepare a camera-ready
original for the Constituent Jurisdictions. As an optional task, FL&C can
coordinate provision of additional copies. The final draft will include the zoning
matrix described in Task 3.4.22 hereto.

Freilich, Leitner & Carlisle · Jordan Jones & Goulding
17
