Date:

To:

From:

Re:

October 25, 1997

David Hartgen - 8711 High Ridge Lane, Concord NC
and
Planners/Leaders of Cabarrus County Rezoning Proposal.

Cynthia Lipski and Gary Bradshaw ( new residents )
8531 High Ridge Lane, Concord

Rezoning Proposal behind Beech Bluff

We are so excited about living in Beech Bluffi Last Janu_a_ry, we started driving through
neighborhoods in the Caharrus, (north) Mecklenburg, and Iredell counties, trying to
identify what type of area we would most like to live in. We found Beech Bluff and
knew it was our first choice - for its pristine mountain beauty, out-of-town location, and
qu_a_~ty of housing in the surrounding areas. At that time there were no houses for me.
We spent several months looking for but not finding another "Beech Bluff- type
neighborhood". By mid-summer, we had just about given up. Fortunately those periodic
"drive-bys" through Beech Bluff looking for FOR SALE signs finally paid off; and we
found a house in the neighborhood of our dreams.

Within one week - literally - of moving in, how surprised we were to learn about the re-
zomg proposal which would FOREVER change the character of the surrounding area -
from pristine woods, rolling farmlar~d and residential to INDUSTRIAL. Not just light
industrial, but GENERAL INDUSTRIAL - the WORST KIND OF REZONING
CLASSIFICATION TO BE IMMEDIATELY NEXT DOOR TO THE PRIME
RESIDENTIAL COMMUNITY OF BEECH BLUFF, and the Twin Hills community as
well.

WE ARE OPPOSED TO THIS REZONING. Although we know the planners of
Cabarrus County are just trying to do their job by procuring land for future development
and growth, we feel they should evaluate such a drastic change in the rezoning of that
area. The rezoning of the 513 acres behind Beech Bluffto General Indu~irial is NOT
ACCEPTABLE AND NOT IN KEEPING WITH THE CHARACTER OF THE
SURROUNDING COMMLrNITY.

Although we can appreciate the landowners who have joined together to request the
change of zoning, we think it should be noted that the land will increase in value
ANYWAY. The question here is whether the desire to change the zoning is strictly to
enhance the profit that these owners would make. We feel that this land could be better
used for residential purposes which would still provide the owners with a reasonable
profit on the sale. This would maintain the beauty and character of the area and be more
fitting to all the people in the communities just surrounding that area. THERE
