As Derita Road extends into Mecklenburg <br />County and becomes Odell School Road, there will be an <br />interchange with the outerbelt as that is constructed. An interest <br />that was brought up in the area plan was a potential conflict. <br />There was at the time we did the area plan, and are now, areas of <br />potential conflicL The Western Area Plan shows that citizens, <br />planners and elected boards clearly recognized there were going to <br />be areas of conflict. It also addressed as we went through those, <br />that those were the areas that we would need to look at <br />specifically. It is again the staffs feeling that this property is not <br />appropriate for residential development. We feel with the airport <br />facility, the development and zoning trend, and the larger <br />community needs, industrial use of this property is appropriate. <br />Mr. Marshall said if the Board considers additional conditions that <br />have not I~¢cn offered by the petitioners, they would have to agree <br />to those for them to be part of this rezoning. One of the difficulties <br />in doing that is there are eight petitioners. It would be difficult to <br />get a response from them in a meeting such as this. Overall, again, <br />the staff feels the most proper use of this property is <br />nonresidential. The Rocky River would become the major <br />boundary between residential areas and non-residential areas <br />except on the northern part of this, and we feel that our buffering <br />and screening requirements can address that issue. The rezoning <br />would not however confoi-m to the Western Area Plan as shown so <br />we would recommend if you chose to rezone this property that you <br />consider three specific changes to the Western Area Plan. The <br />changes we recommend are: 1) the area referred to as King's Grant <br />should be changed to more accurately represent the retail and <br />service emphasis of the development around and extending from <br />the interchange. The map should also be altered to reflect the new <br />alignment of the King's Grant Parkway between 1-85 and Derita <br />Road as that will surely change traffic patterns in the area. 2) areas <br />rezoned since 1992 that have varied from planned <br />recommendations should be corrected on the land use map. These <br />areas represent policy decisions by the elected boards based upon <br />specific analyses of properties (as opposed to the general analysis <br />of an area plan). 3) the residential area along the westside of Derita <br />Road over to the Rocky River should be changed to Future <br />Employment. This recommended change is the result of the <br />specific analyses done to analyze a rezoning request and reflective <br /> <br /> <br />
