Mr. Marshall said once <br />again in terms of procedure, if you do choose to rezone this <br />property, we would recommend that your motion also include <br />these specific changes to the Western Area Plan. <br /> <br />The Chair opened the Public Hearing on Petition 97-19. <br /> <br />Mr. Maurice Ewing, President of Cabarrus County Economic <br />Development, addressed the Board stating they have three <br />speakers that would like to speak on behalf of the petitioners, Mr. <br />Alex Rankin of Concord Engineering, Mr. Curtis Beal of First <br />Union National Bank and he will have a couple of closing <br />comments in support of the petition. <br /> <br />Mr. Alex Rankin, Concord Engineering & Surveying, addressed the <br />Board offering the questions; why did these eight property owners <br />come together to pursue this and why have they (Concord <br />Engineering & Surveying) developed this master plan. He said <br />Mr. Ewing in his closing comments will talk about the importance <br />of industrial property to our community and our tax base. As our <br />economic developer, Mr. Ewing has to find a product to market, <br />and the most attractive product in our community is International <br />Business Park at Concord. In developing this concept what the <br />property owners, Mr. Ewing and himself have tried to do is model <br />this effort on what has worked at the International Business Park at <br />Concord, and that is to offer a large piece of property that has a <br />coherent and cohesive plan pulling it together so that a major <br />developer would be interested in this property and would feel that <br />if he invests in this property and if industrial user invests in this <br />property, that their investment would be protected. That is the key <br />to have the kind of quality development that they want to have. <br />Mr. Rankin then presented their conceptual plan to the Board. He <br />said some of the things that make this a piece of property that is <br />conducive toward this type of master plan are the fact that the <br />property is near 1-85. He said transportation is a key componenL <br />Other things about the property is that the infrastructure is in <br />place. Benefits of the plan. Mr. Rankin said one benefit is that it <br />provides as iit is required by the ordinance for 100 foot landscape <br />buffer between this property and Beech Bluff subdivision. It also <br />provides a 100 foot landscape buffer along Poplar Tent and Derita <br /> <br /> <br />
