Planning and Zoning Commission Minutes <br />December 18, 1997 <br /> <br />Page l8 <br /> <br />that- they do not oppose and are not opposed to carefully planned <br />industrial development and understand the importance of industry <br />in commercial development to the Count3Zs tax base. He said the <br />residents in this area do not oppose industrial development, in fact, <br />many of them rely on that development, but it is their concern and <br />honest belief that proposal is too large, too intense, too intrusive <br />and will create intolerable congestion. Not just for the residents <br />that are adjoining, but for the residents in the general area and <br />ultimately for the very businesses that are trying to be attracted to <br />the site. Mr. Newton said the question that has l~ccn discussed in <br />several ways is, what is the proper or healthy balance of residential <br />to nonresidential development in a metro county? As noted in the <br />staff report, growth and development in the County in a larger <br />metro area needs to be properly balanced. The balance is much <br />more complicated than looking at just the value of pei-caits. If <br />residential development slows too quickly, new industrial <br />development can very quickly collapse. Mr. Newton said the site <br />can only be successful with resolution of the road network. <br />Without multilane additions to Derita Road and Poplar Tent Road <br />back to and through the interstate interchange, the entire road <br />network being serviced by 1-85 and Poplar Tent exits stands to <br />become seriously bottlenecked. Whether the site is developed or <br />not, Derita Road needs to be upgraded. Therefore, why worry <br />about the many trips that are going to be added on with this site <br />being industrially developed. Mr. Newton said his response, and <br />the response that has been the County's for years, is that we should <br />never knowingly create further problems when it is in our ability <br />to minimize that problem, to mitigate it and control it. The area <br />plans in the County and City zoning ordinance have been <br />developed to try to balance the growth both locally as well as <br />functionally. Mr. Newton said should some for..~ or portion of the <br />rezoning be approved, they would strongly urge that double <br />frontage lots be limited in road access, that a gradation of uses be <br />added to the conditions, that the mhnimum lot size remain at least <br />seven acres as shown on the development plan, and that private <br />deed restrictions be added for the development. Further they <br />would ask that all conditional uses remain as conditional uses and <br />that all permitted uses of warehousing volatile materials and <br />chemical manufacturing be eliminated as permitted land uses. <br />When you look at the intent where you locate general industrial, <br /> <br /> <br />
