Planning and Zoning Commission Minutes <br />December 18~ 1997 <br /> <br />pa~e 17 <br /> <br />Co-Trustee for the William Van Avery Trust A portion of this <br />property is currently in that trust Mr. Beal said they have <br />received, just as information, a number of inquires and a number <br />of unsolicited proposals to purchase this property, which they have <br />declined. The interest to purchase this property is strong. In this <br />petition there are large and small property owners. He said their <br />request he feels, includes a unique opportunity for development <br />and if this opportunity occurred, yes, it would create additional <br />value both for the owners and hopefully for the community. This <br />could be a win-win situation. Mr. Beal said this opportunity could <br />pass if they do not act on it in a reasonably period of time. He said <br />they believe that the request makes sense. Mr. Beal said on behalf <br />of the Van Avery Trust and the other owners of this petition, they <br />respectfully request approval of this petition. <br /> <br />Mr. Ewing said Cabarrus Economic Development is supporting the <br />petitioners rezoning request for several reasons. The first and <br />foremost being that there is a need for additions to their inventory <br />of industrial land along the 1-85 corridor. Essentially they have lost <br />1,400 acres in King's Grant that was originally designed to be <br />industrial that is now going to be commercial. Recently 100 acres <br />in International Business Park was rezoned to commercial, leaving <br />about 250 acres in the park for industrial development. Mr. Ewing <br />said the real issue is revenue or expense. He said they hope the <br />Board will approve the petitioners request for rezoning. <br /> <br />Mr. Jerry Newton, spokesperson for some Beech Bluff residents, <br />addressed the Board stating at the end of October, a petition of <br />opposition was submitted to the Planning Board. He said he <br />would briefly like to summarize a few points of that and further <br />discuss the Western Area Plan. Mr. Newton said the residents of <br />Bccch Bluff are directly affected by this rezoning, and therefore, <br />have requested that the rezoning be denied, based on it violating <br />the spirit and the intent of the Western Area Plan. He said the <br />present zoning does not deny the owners a reasonable right to <br />develop their land, and the proposal would create an employment <br />center, an associated traffic greater than the Concord Mills Mall, <br />and would totally overload the present and future road system and <br />infrastructure in the area.
