Planning and Zoning Commission Minutes
December 18, 1997

Page 22

Given the large size of the development indicated it has been
proposed for this area that there may be potential environmental
impacts and federal permits may require consultation and
compliance with Section 106 of the National Historic Preservation
AcL At that time it may be that the Office of State Archeology may
need to comment concerning potential adverse affects of this
project on cultural resources. In terms of archeological resources,
this area of the State is extremely rich in prehistoric occupation
sites. Several different types of sites have bccn recorded in this
area ranging from temporary hunting camps to larger base camps
to more sanitary occupation sites. In closing, historic sites are also
frequently encountered."

Mr. Cliff Herndon, Property Owner Bccch Bluff, addressed the
Board stating his concern is the height of the land and the
ineffectiveness of 100 feet of bufferyard.

Carl Masud, addressed the Board sta~ng in the morning before he
goes to school, he looks out of his window. He sees blue birds,
cardinals and sometime geese. He watches the deer feed in his
back yard. He and his friends play in the woods along the river.
They like to climb trees and build forts. He said he fears this thing
that they call a park is not the park he imagines. I-Ie said he thinks
their park will destroy the place where the kids in his subdivision
like to play. But most of all, he thinks it will destroy the homes of
his friends, the birds, rabbits and deer. He said on behalf of all the
children he thinks they should not build this industrial park next to
their subdivision.

Ms. Vivian Lord, Property Owner Beech Bluff, addressed the
Board stating her concern is the water and she asked the Board to
study that because they will be impacting them in a number of
different ways.

Mr. Dwayne Jordan, Assistant Aviation Director of the Concord
Regional Airport, addressed the Board stating it is very important
to point one thing out on the map that has not been brought up
tonight He said Derita Road is the down wind leg of the traffic
pattern of the airport. That means the aircrafts follow Derita Road
