Obtaining and maintaining a commnnity investment in the process <br /> of transifioning and maintaining our clients in the work force. <br />8. Removing more of the paper work to give more time to the <br /> transitioning process. <br /> <br />The above are the cornerstones of our plan. <br /> <br />Vision Statement Cabarrus County hopes to provide a safety net for <br />those who must seek public assistance. However, the safety net is not just <br />provicling benefits, but preparing the chent to quickly return to self <br />sufficiency, and to provide a variety of support services to assure he/she <br />remains self sufficient. <br /> <br />B. Economic Conditions in the County <br /> <br />Cabarms County has enjoyed a strong, growing local economy. In 1996, it <br />ranked first/n the state in per capita investment in new manufacturing plants <br />and fifth in per capita creation of new jobs in manufacturing. The m~mber of <br />persons employed in all areas of the economy increased 6.6%, over twice the <br />rate for the state as a whole fi.om 1994 to 1995. This trend is expected to <br />continue in the foreseeable future. The community has placed much emphasis <br />upon the development of new industry, and has, among other measures, <br />instituted a new investment tax incentive program to help in attracting <br />industries. The county's unemployment rate of only 3.3% reflects that there <br />are good opportunities for employment for WFFA recipients. Manufacturing <br />presents the best opportunities, though lack of child care resources for second <br />and third shifts, as well as weekends, is a barrier. Lack of public <br />transportation is also a barrier in job placement for WFFA recipients. <br /> <br />IV. Planning Process <br /> <br />The Cabarrus County Board of Commissioners appointed a Welfare Reform <br />Planning Committee with representation of all organizations and groups given <br />in the state's plan model.
