Curtis Classes will be held following each .orientation, and more <br /> often if necessary, to improve the employability of the client <br /> population. <br /> 4. Participation expenses will be available to help clients obtain <br /> employment or maintain a job. This will be available to assist in <br /> purchasing unifmms, tools, insurance, licenses, etc. <br /> 5. Emergency Assistance will be used to support employment related <br /> expenses. <br />Who will Manage the Activities and Support Services: The Work First <br />social work, IM, and ESC staff will have primary responsibility for <br />managing the provision of support and activities to clients. <br />Where Will They Take Place: The orientations and Curtis Classes will <br />take place in selected locations mound the county. <br />How We Will Measure Outcomes for This Goal: This will be <br />measured by monitoring the EIS caseload totals each month. It can be <br />monitored by district as well as summary total. <br /> <br /> Putting Adults to Work: <br />How Will This Goal Be Met: Putting adults to work will go hand in <br />hand with the reduction in the Work First caseload. Cabarms County's <br />Work Over Welfare (WOW) Program will be beneficial in meeting this <br />goal. The increased incentives for working, as well as Grant Diversion, <br />where the amount of the cash benefit and food stamps is diverted to an <br />employer to be matched for a salary, will figure in to our plan of putting <br />adults to work. It will be imperative to utilize social work staff to <br />intensively work with the chents in order to remove the bamers that exist <br />to employment. Simplification of WFFA eligibility rules will also assist in <br />meeting this goal. This will reduce the time that IMC's work on <br />apphcations and reviews, and will allow them the time that is required to <br />work with the clients around employment. If all mandatory clients are <br />going to be given the oppommity to receive employment services, this will <br />be necessary, due to the number of available social work staff. Only when <br />that is accomplished will this goal be met. Due to the nature of the <br />reduced WFFA caseloads in Cabarrus County since July, 1995 (40% <br />reduction), we have a reduced population that is much harder to serve and <br />employ due to resistance and bm-hers. Intensive efforts by the ESC <br />contract staffwill be needed to quickly match clients with jobs for which <br />they are qualified or over-qualified. If there are deficits in job readiness, <br />or social deficits, which severely impact the ability to obtain employment, <br /> <br />7 <br /> <br /> <br />
