6. Housing Assistance: presently someone involved in Work First <br /> who lives in public housing and goes to work will not have a rent <br /> increase for 18 months if properly reported to the Housing <br /> Authority. If they receive Section 8 Housing Assistance, they can <br /> enroll in the Family Self-Sufficiency Program, where a portion of <br /> their rent payment is put into escrow. Information on these benefits <br /> will be provided to each WFFA recipient in these housing <br /> programs. <br /> Private resources that we can utilize are as follows: <br /> 1. Churches: They can serve as a multiple resource. Churches can be <br /> made aware of the needs of clients, and members can serve as <br /> mentors in order to support and instill a work ethic which may be <br /> lacking. In addition, employers who attend church can be made <br /> aware of the need to help their community and hire welfare clients. <br /> Members can also be encouraged to provide supportive services, <br /> such as transportation and in some cases, child care, in order to <br /> assist in getting welfare recipients to work. We will ask churches to <br /> "adopt" individuals on a one-on-one basis to provide specific needs. <br /> 2. Business Associations, i.e. Chamber of Commerce: This group will <br /> be invaluable in being a vehicle to infomt and encourage local <br /> businesses to support Work First and hire welfare recipients. <br /> Presentations will be necessary to accomplish this. These <br /> presentations will cover tax incentives to employers for h/ring <br /> WFFA clients and the WOW Grant Diversion process. <br /> 3. Cooperative Christian Ministry, Salvation Army: These benevolent <br /> organizations can be used as a resource to assist clients in a crisis <br /> situation or as a resource for diversion assistance. <br /> 4. Workforce Development Board: With the federal Welfare to Work <br /> money, the WDB can be utilized as a source for new programs for <br /> enhancing job skills and helping with cost of short term training. <br />G. Appeals Process: When the issue in question is not consistent with <br /> the state plan, we will use two levels of appeal: 1. Supervisory level for first appeal <br /> 2. Director or designee for second appeal <br />When the issue in question is consistent with the state plan, we will use <br />the state appeals process. <br /> <br />VIII.
