A. Cabarrus County plans to follow the state eligibility system with the <br />following exceptions: <br /> 1. We will use the WOW transitional benefits and disregards, and <br /> cover all mandatory Work First clients. <br /> 2. We will use pay for performance in all cases. (see Innovative <br /> County Strategies, Sec. XI.) <br /> 3. We will use the State's budgetary and reporting systems. The State <br /> will issue all checks as previously defined. <br /> 4. We will change our eligibility process to improve efficiency and <br /> increase chent self-sufficiency as follows: <br /> a. Clients/recipients are primarily responsible for obtaining all <br /> verifications, i.e., bank verifications, birth certificates, etc. If <br /> needs exist, the agency may secure an address and/or form, and <br /> pay a fee if required, but client/recipients remain responsible for <br /> securing the item. <br /> b~ Families, except for child only cases, are certified for three (3)' <br /> months at a time. Benefit levels and ehgibility are not affected <br /> by changes in income or assets during the three (3) month <br /> certification period. At the end of the three (3) month <br /> certification period, the caseworker and adult recipient would <br /> meet to review ehgibility, recalculate and change benefit <br /> amounts, and review the MRA. Child only cases will be <br /> certified for one (1) year time periods. At the end of the <br /> certification period, the case is reviewed for changes during the <br /> past year, and the MRA reviewed and signed. <br /> c. Eliminate county reassignment for all Work First cases and <br /> change of casehead payees without a new application. <br /> Applicants moving to another county or cases where a change in <br /> payee is requested would be requ/red to apply in the <br /> current/correct county agency. The original application would <br /> be terminated. The case set up from the be~nning would <br /> contain current verified information, and allow us to match Food <br /> Stamp policy. <br /> d. Request needed information one time on the 8610 for <br /> applications consistent with FOOd Stamp policy and eliminate the <br /> 10-10-10 Rule. Failure to provide information in 30 or 45 days <br /> would result in denial. <br /> <br />20 <br /> <br /> <br />
