Note: Workers will make referrals to other agencies for additional help to supplement the EA benefit. Tracking: Cabarrus will track EA expenditures in the following manner: we have a spread sheet in Access, all requests for EA go through one individual who enters this on the spread sheet. This is made available to 'staff on the Public Server, and makes all workers aware of who received and how much they received. X. Fundint, Requirements: (See the attached "Budget for County Work F/rst Plan). XI. Innovative Count, Strategies: A. In FY's 1998-2000, Cabarrus County will use Work First transportation, participation money, and DOT transportation money to be used to help in contributing to families' self-sufficiency. There will be $20,000.00 available fi.om the TANF block grant, which had originally been designated for participation expenses, and $170,000.00 in Work First Transportation money. There is also the possibility of $14,000.00 in transportation money in FY 1998-99 through DOT; which comes to a grand total available for Special Needs Project in the amount of $204,000.00. In order to qualify, a client must do the following: 1. Be actively participating and satisfactorily meeting the guidelines in the Work First Employment Program, and not be currently in a sanction. 2. The client must attend budgetary counseling. a. Special Needs Services to be Provided: 1. Provision of funds for a family, until the parent gets a first paycheck. 2. Health insurance payments, if offered by the employer.
