· A one-time dental expense to enhance employability <br /> · A one-time child care expense to assist with employment or mandatory <br /> substance abuse assessments or treahnents. <br /> · A one-time start up cost for an automobile, such as title and tag, lack of <br /> which prohibits employment <br /> · A one-time transportation expense for employment related situations <br /> deemed emergencies. <br /> Note: Workers will make referrals to other agencies for additional help <br /> to supplement the EA benefit. <br /> Tracking: Cabarrus will track EA expenditures in the following manner: <br />we have a spread sheet in Access, all requests for EA go through one <br />individual who enters this on the spread sheet. This is made available to 'staff <br />on the Public Server, and makes all workers aware of who received and how <br />much they received. <br /> <br />X. Fundint, Requirements: <br /> <br />(See the attached "Budget for County Work F/rst Plan). <br /> <br />XI. Innovative Count, Strategies: <br />A. In FY's 1998-2000, Cabarrus County will use Work First transportation, <br />participation money, and DOT transportation money to be used to help in <br />contributing to families' self-sufficiency. There will be $20,000.00 available <br />fi.om the TANF block grant, which had originally been designated for <br />participation expenses, and $170,000.00 in Work First Transportation money. <br />There is also the possibility of $14,000.00 in transportation money in FY <br />1998-99 through DOT; which comes to a grand total available for Special <br />Needs Project in the amount of $204,000.00. In order to qualify, a client <br />must do the following: <br /> 1. Be actively participating and satisfactorily meeting the guidelines in <br /> the Work First Employment Program, and not be currently in a <br /> sanction. <br /> 2. The client must attend budgetary counseling. <br /> a. Special Needs Services to be Provided: <br /> 1. Provision of funds for a family, until the parent gets a first <br /> paycheck. <br /> 2. Health insurance payments, if offered by the employer. This would <br /> be available if they are not eligible for Medicaid or if the employer <br /> <br />22 <br /> <br /> <br />
