Good CaUse will be as defined in <br />the Work Over Welfare Program manual, and will include, in addition <br />to the disability of a caretaker, disability of a child or family member <br />requiring the caretaker to remain at home, death or other family crisis <br />or change, and lack of child care, unique circumstances such as illness, <br />medical appointments, temporary interruption of transportation, etc.). <br />They will continue to receive Food Stamps and Medicaid. During the <br />one month sanction, the case will be assigned to, and followed by, and <br />Employment social worker, who will monitor the health and welfare of <br />the family, and work with the parent around compliance. Should the <br />families' health and welfare be jeopardized, the social worker will <br />work with both private and public resources to minimize the crisis until <br />the parents' participation can be achieved. If the parents' participation <br />cannot be achieved, the social worker will take whatever steps are <br />necessary to protect the health and welfare of the children. Time the. <br />client spends in a suspended payment situation due to non-compliance <br />will not count toward the two year assistance limit. Also, for a first <br />time sanction, the client will be permitted to remedy the non- <br />compliance and receive a pro-rata assistance payment to the extent <br />possible within time and scheduling limitations. <br />Outcomes expected: Based on our experience to date with WOW, <br />and preliminary reports fi'om the evaluator of the WOW program, this <br />change should help guarantee the county's achievement of state and <br />federal goals. We feel it will also help to minimize the dramatic impact <br />of the tes m/nation of benefits in two years, and development of a <br />serious crisis. <br /> <br />XII.
