3. Rider can receive this service only to the extent that it exists. <br />4. Service is only available through a referral from Work First. <br />5. Service is available only for countable Work First activities. <br /> <br />Note: The plan is to lease or acquire a van fi'om the current coordinated <br />transportation system, and contract with a local taxi company to operate the <br />van like a mini bus system. <br />B. Pay for Performance: <br /> a. What is Pay for Performance?: Pay for Performance represents an <br /> alternative to existing sanctions for failure to cooperate with state and <br /> federal participation requirements. Currently, adults otherwise <br /> employable, who fail to meet participation requirements, (as of 10/98, <br /> 35% of the population of "all parent" households, and 90% of "two <br /> parent" households), lose $50 and $75 of their WFFA benefit from <br /> three (3) to twelve (12) months under Work First, and 45% to 55% of <br /> their WFFA benefit under WOW for four (4) to eight (8) months, <br /> depending on the frequency ofnon-comphance. Participation requires <br /> that otherwise employable recipients work, and or engage in work- <br /> related activities, at a minimum of 35 hours per week. Under pay for <br /> performance, recipients not participating at the m/n/mm of 35 hours <br /> per week, each week, will lose full WFFA benefits for a period of one <br /> month. Depending on their cooperation in meeting participation <br /> requirements during the sanction month, the grant could be restored <br /> after one month, or be continued. <br /> b. Why is this necessary?: The department has seen a sizable number of <br /> recipients accept the current sanctions, both Work First and WOW, <br /> preferring to allow the two-year clock to tick. In Cabarrus County, this <br /> equals 168, representing 50% of our ehgible population. Of this <br /> mtrnber, 8%-are in sanction. This population does not appear to <br /> recogn/ze the risks that their families face/n the next year. There is an <br /> overwhelm/ng feeling of"it will not happen". Given our concem for <br /> these families, and the health and welfare of their children, we feel that <br /> it is in their best interest to introduce to them the reality of the <br /> forthcoming end to benefits, in a more humane way that does not <br /> abruptly place these farrfilies in a long-term, irreversible risk situation. <br /> c. How will this be applied?: Families not participating without good <br /> cause, the required hours per week, each week, for any one month, will <br /> lose full benefits for the following month.
