Planning and Zoning Commission Minutes <br />July 17, 1997 <br /> <br />Page l0 <br /> <br />1. All submissions for a conditional use permit must meet <br />the standards of this Section and the requirements of the <br />Mobile Home Park Ordinance for preliminary map <br />submission. <br /> <br />Mr. Jonathan B. Marshall, Planning Services Director, addressed <br />the Board presenting this zoning text amendment stating this is an <br />amendment to our zoning ordinance for the line item of Mobile <br />Home Parks. He said it would change them from a use that is <br />peemitted outright to a conditional use and add in the conditional <br />use section of Chapter Eight. The one condition would be that they <br />adhere to our mobile home park ordinance. This was referred back <br />to this Board by the Commissioners for recommendation. This <br />amendment is a result of the Board's recommendation to staff. <br /> <br />The Chair opened the Public Hearing on Petition 97-03(T). <br /> <br />Mr. Marvin Stallings addressed the Board stating from what they <br />understand as far as making changes or requirements, is that not <br />the responsibility of the zoning ordinance as far as the <br />requirements of a park. He said they thought what the job consist <br />of is the requirements of the County and once it is passed, why <br />should the public have a voice to have an opposition to what they <br />do for a living. It sounds like it is a little bit discriminatory for the <br />manufactured housing to have to go through a public hearing <br />when the site built developments do not. Mr. Stallings said the <br />proposed change is prejudicial and they do not feel like it should <br />be. <br /> <br />The Chair closed the Public Hearing on Petition 97-03(T). <br /> <br />There being no further comments, The Chair MOTIONED, <br />seconded by Mr. Dwiggins to approve Petition 97-03(T). The vote <br />was 6 to 3, Mr. Drye, Mr. Kiefer, and Mr. Moose dissenting. <br /> <br />The Chair introduced the sixth item on the Agenda, Midland Area Plan Update: <br /> <br />Applicant.
