The Chair said to Mr. Garmon, does he think Mr. Peterman would be a better
neighbor than Mr. Wilson's plan for his business?

Mr. Garmon said yes.

The Chair asked Mr. Carl Hill to come forward. He asked Mr. Hill if he
understood what is permitted on that parcel of land?

Mr. Hill said they are trying to maintain the integrity of the neighborhood which
is Low Density Residential. They would probably fight the same battle because
there is always legal recourse.

Mr. Hobbs asked Mr. Hill if he understood what Low Density Residential is?

Mr. Hill said yes. He said there are a lot of different ventures but he does not
believe that the gentlemen in question tonight will be willing to do something
like that. He has one purpose in mind and one purpose alone. Mr. Hill said the
problem he see is here you are talking about you do not have a perk site for a
four bedroom home, how are you going to have a perk site for a business? He
said Mr. Peterman needs to look into this really depthily(sic). Mr. Hill said the
infrastructure can only support residential dwellings.

The Chair closed the Public Hearing on Petition 97-14.

Mr. Dwiggins said he does not feel like the comparative intensity of this use,
compared to what is allowed in LDR, is really an issue. He said he personally
believes that just like the Wilson property, this constitute spot zoning.

Mr. Drye said he would like to see a site development plan.

Mr. Moose said he believes the Board should deny this petition.

Mr. Moose MOTIONED to deny Petition 97-14 because it is infringing upon spot
zoning and it is not a proper location for business, seconded by Mr. Dwiggins.

Mr. Ritchie said he is prone to think otherwise because he lives adjacent to land
that will eventually be industrial.

Mr. Moose said it is not what he is going to put there, it is why are we going to
take a piece of property out in the middle of another piece of property and
change what you can do with that piece of property based on what somebody
wants to do with it.
