6e

Funding the full-time position located at the Courthouse ensures that a mental health
clinician is available to the Juvenile Court counselors and the court for consultation
and to conduct psychological evaluations for referred youth. This is useful in making
timely decisions regarding the treatment and placement needs of individuals. The
funds for additional psychological services ensure that CBA eligible youth and their
families have access to all of the child and adolescent services available through
Cabarrus Behavioral Healthcare and Family Recovery Center. Services can be tailored
to meet the needs of the family (both in intensity and over time), rather than being
limited by the resources of the family. Services provided through a continuum provided
by mental health and substance abuse programs available through Cabarrus Behavioral
Healthcare enable families to break dysfunctional patterns of interaction and find new
ways of solving their problems.

Referral, Screening, Admission, and Termination Procedure
A. Services to be covered by CBA funds will be authorized by the Juvenile Court
Counseling Service.
B. A referral will be made by the court counselor contacting Rick Helms, M.A. on-site
at the courthouse or by calling Leah Friday at Cabarrus Behavioral Healthcare.
Rick Helms will conduct the assessment and coordinate further treatment services
with the court counselors as indicated by the assessment.
C. Terminations will be based on completion of services, noncompliance with the
treatment plan, or referral to other services. This will be coordinated with the
clinician and court counselor.

The primary modalities used in working with the youth and their families include:
individual, group, and family therapy.

7e
A.
B.
C.
D.
E.
F.
G.
H.
I.
J.
K.
L.

Program Activities
Screening and Assessment
Psychological Evaluation
Psychiatric Evaluation
Individual Therapy
Family Therapy
Group Therapy
Substance Abuse Assessment and Treatment
Random Drug Screening
Youthful Sex Offender Assessment and Treatment
Consultation
Referral and coordination for specialized services
Case-management
