(F) Failure on the part of the County to comply with any of these <br />provisions will be grounds for the Department to terminate participation in the costs of <br />the project. <br /> <br /> (G) All invoices must be submitted within one (1) year of completion <br />and acceptance of the project by the Department. <br /> <br /> (H) If the County elects to procure architectural and engineering <br />services, and if the Department is participating in these costs, the County must adhere to <br />North Carolina Department of Transportation "Rules and Regulations for Major <br />Professional or Specialized Services Contracts". This policy conforms to NCGS 143-64, <br />Parts 31 and 32, and Title 23 of the Code of Federal Regulations, Part 172. Prior to <br />entering into a third party consultant agreement, the County must submit said agreement <br />to the Department for review and approval. <br /> <br /> 7. The County shall maintain all books, documents, papers, accounting <br /> <br />records, and such other evidence as may be appropriate to substantiate costs incurred <br />under this Agreement. Further, the County shall make such materials available at its <br />office at all reasonable times during the contract period, and for three (3) years from the <br />date of final payment under this Agreement, for inspection and audit by the Department's <br />Fiscal Section. <br /> <br /> 8. It is further agreed that, upon completion of the project, the following traffic <br /> <br />operating controls shall be established, maintained, and enforced on said project, in <br />Cabarrus County. <br /> <br /> (A) Two-way traffic operation shall be maintained on the above- <br />captioned project with at least one travel lane for each direction of travel. <br /> <br /> (B) All vehicular parking, loading or unloading, either attended or <br />unattended, shall be prohibited on the fight of way of the above-captioned project. <br /> <br />-8- <br /> <br /> <br />
