(C) The Department shall be responsible for the erection, installation, alteration, and maintenance of all traffic control devices necessary for the purpose of regulating, warning, or guiding traffic on the above-captioned project. The erection, installation, alteration, and maintenance shall be in accordance with the North Carolina General Statutes. All traffic control devices on the above-captioned project shall be in substantial conformance with the specifications set forth in the 1988 edition of the Manual on Uniform Traffic Control Devices for Streets and Highways, or a subsequent revision of the same, published by the Federal Highway Administration. Stop signs or yield signs shall be erected, altered, or retained on all streets not under traffic signal control intersecting or having contact with the above-captioned project. (D) Speed limit regulations shall be established in accordance with the criteria set forth in the General Statutes of North Carolina. CE) All reconstruction and future entrances from the above-captioned project to abutting commercial property shall be designed and constructed in accordance with the "Policy on Street and Driveway Access to North Carolina Highways" dated January 9, 1987, or a subsequent revision thereof, or in accordance with other acceptable criteria which may be approved by the Department. (F) The County shall enforce at all times the traffic operating controls set forth in this Agreement. 9. The County will construct the project in accordance with the plans and specifications adopted therefor, or as altered or amended by the Department. The Department shall have the right to abandon the project at any time prior to the time the bids for the construction of the project submitted to the Department by the County have been approved by the Department. 10. Upon completion of the project, said roadway will be added to the State Highway System and shall be owned, maintained and controlled by the Department. -9-
