NORTH CAROLINA <br /> <br /> ~SOLUTX0NP~LATIN~ TO <br />THE ISTA~LIS]~T OF A ~UBLZC <br />H~ALTHA~THORITY FOR <br /> CABARRU$ COUNTY <br /> <br /> W~E~EAB, for many years the general population of Cabarrus <br />County (the "County") has been well served by various health care <br />facilities and institutions located in and about the County, <br />including, but not limited to, the public facilities and services <br />provided by and through the personnel of the Cabarrus County Health <br />Department (the "Health Department") and administered by the <br />Cabarrus County Board of Health (the "Board of Health"); and <br /> <br /> ~, the delivery of health care in the United States is <br />undergoing rapid change in its nature, scope, payment mechanisms <br />and overall organization; and <br /> <br /> WHEREAS, rapid change in the delivery of County public health <br />services requires the creation, expansion and development of <br />dynamic institutions capable of reacting quickly to change with <br />proactive integration and coordination; and <br /> <br /> W~%EAS, expansion of the scope and activities of the Board of <br />Health and reorganization of public health activities of the County <br />under a semi-independent, expanded institution is in the best <br />interest of the public health and welfare of the citizens and <br />residents of the area; and <br /> <br /> WHEREA~, N.C.G.S. 131E-15, et. $~¢., the "Hospital Authorities <br />Act" provides a mechanism for the creation of a dynamic public <br />health organization, in this ins=ante more appropriately <br />denominated as a Public Health Authority. <br /> <br /> <br />
