Cliao,, Jr., County Mana 0- <br />RE: Public Health Authority Appointment Designees <br /> <br />August 15, 1996 <br /> <br />The Board of Commissioners should select the five (5) individuals to serve as representatives of the <br />designated position oftbe Public Health Authority Board (PHA). Those five individuals would then <br />meet and develop several recommendations for the other two (2) slots on the PI-IA Board to be <br />submitted to the Board of Commissioners. <br /> <br />Once the Board of Commissioners have selected the other two PHA Board members, the Board of <br />Commissioners would then be in a position to pass the resolution creafmg the Cabarrus County Public <br />Health Authority. After its creation, the PHA Board would then begin the process oftransitioning <br />functions fi.om their current structure to that developed by the PHA. <br /> <br />Regarding initial appointments: <br /> <br />(1) <br /> <br />As I had previously recommended to the Board of Commissioners, Home Health and EMS <br />should eventually transition to operate under the PHA. It is assumed that Home Health <br />should be involved in the process from the beginning and EMS would follow at a later date. <br /> <br />(2) <br /> <br />To facilitate Home Health and EMS's transition to the PHA, in its deliberation considering <br />which individuals to appoint to the PHA, the Board of Commissioners might want to consider <br />Dr. Surratt (Cabarms Physicians Organization) and Dr. Corey (Cabarrus Medical Society). <br />Dr. Surratt is closely associated with Cabarrus County's Home Health Agency and Dr. Corey <br />is actively involved the County's EMS system. <br /> <br />(3) <br /> <br />Additionally, it'the Board of Commissioners so desires, I will be glad to serve as its designee <br />to the PHA through its initial formation. Once the PHA has an established presence, I would <br />gladly relinquish my PHA Board position to someone else the Board of Commissioners might <br />designate. <br /> <br />Please advise if you have any questions. <br /> <br />FWC/sb <br /> <br /> Office of the County Manager <br />P.
