July 31, 1996

ICABARRUS coumYI
NORTH CAR6LINA

Mr. John S. Spegal,
Divisional Vice President
BFI
4944 Parkway Plaza Blvd., Suite 400
Charlotte, North Carolina 28217

Dear Mr. Spegal:

Thanks for meeting with us again on July 9th to discuss Cabarrus County solid waste issues. We
continue to review options as they exist and the proposal outlined in your letter of July 1 lth.

I would propose that we consider the extension of the current collection franchise agreement for
unincorporated Cabarrus County through December 1997. That date would coincide with the
closure of the Cabarrus County landfill. If the proposed extension of the franchised collection
agreement meets with BFI's approval, I will ask the Board of County Commissioners to approve
the extension.

The extension of the current franchise agreement would delaj any need to place the franchise
agreement out for public bids until the fall of 1997. This will give us additional time to review
the options available.

Once I have received your response I will forward a proposal to the Board of Commissioners
authorizing the extension of the existing agreement. I look forward to your reply.

Respectfully

~n, Jr.
County Manager

FWCPoc

cc: Leonard Sossoman Gene McCombs
Harold Watson - BFI (Concord Landfill)

Office of the County Manager
P.
