Nominations Io the l',Iafional Regisler are submitted from <br /> each of the states by the State Historic Preservation Officer (SHPO). In North Carolina, the SHPO <br /> Iis the Director of the Division of Archives and History. The section within the Division that adminis- <br /> lets the National Register and relaled programs is the Archaeology and Hislorie Preservalion Section, <br /> also called the Itlstoric Preservation Office (HPO). The personnel of the Historic Prese~,ation <br /> Office serve as staff for the SHPO in National Register activities and duties. <br /> I In every stale, a review board examines polentlal nominations and makes recommendations lo the <br /> SHPO regarding the eligibility of properties and the adequacy of nominations. In North Carolina, the <br /> I review board is called the Stale Professional Review Committee (SPRC). The SPRC meets <br /> qnarlerly (January, April, Jul),, October) Io consider the eligibility of properties for nomination Io the <br /> National Register. Nominations prepared under the supel'x,ision of the HPO staff and approved by the <br /> I' SPRC are forxvarded to the }(eeper of the National Register in the National Park Service in Washing- <br /> Ion, D.C. Final authorily Ia Iisi properties in Ihe National Regisler ~'esides wilh the National Park Ser- <br /> ,,'ice. <br /> <br /> I ltow ar~ Eligible Propec~ies Identified? <br /> Properties and districts that may be eligible for the National Register are usually brought Io the allen- <br /> I lion of lite NPO staff and thc SPRC either (l) through a county or community survey of hislorlc <br /> properties co-sponsored by lite Historic Preservation Office and a ]ocal government or organization; <br /> (2) by inlerestext individuals who provide preliminary information about properties IO the HPO staff; <br /> I or (3) through historic properly surveys conduCled as part of the environment~J review process. <br /> Persons who seek National Register listing for properties that have not been recorded in survey <br /> projecls co-sponsored by the Historic Preservation Office may submit a 'Study List ARolication' Io <br /> I the HPO. If adequale information and color slides of the are included with the application, <br /> properly <br /> the SPRC will consider the property at its next quarterly meeting, if in the opinion of the SPRC the <br /> property appears to be potentially eligible for the National Register, it is placed on the $1udy List. <br /> I This action by the SPRC authorizes the HPO staff Io work with the owner Io coordinate a formal <br /> nomination of the properly IO the National Regisler. <br /> <br /> The SPRC can best evaluate the eligibility of an individual properly within the conlext of a <br /> I community-wide or regional invcnlory of hisloric or prehlsloric properlies. This provides a bas~s for <br /> comparing thc relative significance of similar types of historic or prehistoric properties in a eom- <br /> munily or region.
