Salisbury -Rowan Community Action Agency, Inc. <br />Rowan County is 24,208, or 17.3% of the population. There are 8,878 people living in poverty ages <br />0 —17, and families with children ages 5 —17 are 6,111 or 26.3% of Rowan County's population. <br />The estimated number of those living in poverty in Cabarrus County is 20,159, or 10% of the <br />population. There are 8,300 people living in poverty ages 0 —17, and families with children ages 5 <br />—17 are 5,635 or 15% of Cabarrus County's population. <br />(c) Race/Ethnicity for the agency's service area <br />With regard to race, 71% of North Carolinians are White, 22.2% are Black and 9.2% are of <br />Hispanic or Latino origin. In Rowan County 80% are White, 16.6% are Black and 8.4% are of <br />Hispanic origin. In Cabarrus 75.5% are White, 18% are Black and 10.1%are of Hispanic origin. <br />(D) Explain how the persons are adversely affected <br />Area shelters are over -crowded and the homeless rate has increased with a continuous migration <br />from other service areas causing shelters to reach capacity. Each year those in our community <br />who struggle financially seem to face additional challenges. Families continue to be at risk for <br />homelessness due to the lack of employment opportunities, education and occupational skills <br />training in addition to credit challenges that include eviction judgments which prevent them from <br />qualifying for most housing. <br />Homeownership rates in NC are approximately 64.8% of the population; in Rowan nearly 67.4% of <br />the population is homeowners and nearly 71 % of the population in Cabarrus is homeowners. Most <br />of the persons served in the Self -Sufficiency program are not homeowners and are not eligible for <br />homeownership due to low incomes and poor credit ratings. <br />Section II: Resource Analysis (use additional sheets If necessary) <br />(E) Resources Available: <br />a. Agency Resources: <br />Salisbury -Rowan Community Action Agency, Inc. (SRCAA) has the internal capacity to serve its <br />families. Support from our other internal programs Head Start / Early Head Start allows us to <br />assess families' needs beyond what is provided by Community Services Block Grant (CSBG) <br />funding. <br />Family Development Specialists in both the CSBG Self -Sufficiency Program and Head Start / Early <br />Head Start collaborate to leverage support, services and referrals to help families overcome <br />barriers and achieve goals. In addition to the Self -Sufficiency Program and Head StarU Early Head <br />Start, English as Second Language (ESL) and Adult Basic Education (ABE)l General Education <br />Diploma (GED) courses are offered at the Salisbury -Rowan Community Action Agency, Inc. <br />(SRCAA). <br />By providing the opportunity for families to participant in multiple services and the internal <br />collaborative efforts of SRCAA staff, the potential for success for program participants increases. <br />Fiscal Year2018-19 Community Services Block Grant Application <br />Pace 21 of 37 Attachment number 2 \n <br />F-6 Page 109 <br />
