Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />approved by the NC Historic Preservation Office, Ms. Renee Gledhill-Earley, made the finding <br />that the proposed communication tower will not affect historic properties in the area of potential <br />effect. <br />Before we came here tonight, this facility was reviewed by the: Flandreau Santee Sioux Tribe, <br />Tuscarora Nation, Catawba Indian Nation, Cherokee Nation, United Keetoowah Band of <br />Cherokee Indians, the Eastern Shawnee and the Shawnee. <br />Mr. Yates said why? If they ever lived or migrated in this part ofCabarrus County the Tribal <br />Historic Preservation Officer also has oversight on the undertaking. That is what we did to get <br />here tonight. <br />Then we went to work on Mr. Myers property, ideally, we would have been across the street, but <br />we would run into the watershed. Mr. Myers was generous in his placement, he let us go about <br />879 feet off Odell School Road. We were able to get 353 to one side, 221 to the other and about <br />2170 to the rear. What Mr. Myers has allowed us to do is hug up to some trees. <br />He said Mr. Chair you had a question about the landscaping. We have a pretty good tree cover, <br />about half of Mr. Myers property is trees. On two of our sides, the north and east, we are going to <br />come back in and add some additional landscaping because the trees are not present there. You <br />can see the trees behind us and we are going to bring in more landscaping in those two areas. <br />What does this facility do? It is for Verizon and is important to the community. In the United <br />States today over 80% of all 911 calls come a wireless device. This gives instant access to the <br />First Responders, fire and police. <br />What does it do for the surrounding area? In this case we know a wireless communication <br />facility is something new to an area, so we try to do our best job. We kept it to a height where it <br />would be approved by the FAA with no lights. We went with a monopole design, which is <br />visually the most appealing and in this case we were able to locate on a large piece of property <br />with all ofMr. Myers operations in the front of us and tree cover to the rear and that was our <br />goal. <br />Mr. Yates said he is here for any all questions. He knows that was a bit of a mouthful. It is a <br />lengthy ordinance. Again, he thanks Mr. Collins. His feeling is that they meet the Ordinance in <br />its entirety and he hopes that the Board might agree with him. <br />The Chair asked if there were any questions for the applicant. <br />Mr. Adam Dagenhart said looking at your site plan, on your overall, you are showing an existing <br />structure that was in your fall zone beside the dirt driveway. He asked if that was going to <br />remam. <br />9
