Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Mr. Longest said as his Daddy use to say, Mr. Yates can scribe what you are going to have and <br />can answer your questions. His only request is at the end, before the public hearing is adjourned <br />if he could just have a moment for a procedural matter. I give you Jonathan Yates, his friend. <br />Mr. Jonathan Yates, Applicant, 105 Broad Street, Charleston, SC. He said it has been many years <br />since he has been in this room and he is glad to see an old friend. <br />He said without the help of Mr. Phil Collins, and the incredible staff you have in Cabarrus <br />County, he would not be here tonight. He asked 101 stupid questions to Mr. Collins and his <br />people. They never laughed at me, at least until they hung up the phone, but I thank you. <br />Tonight what we are proposing is 170 monopole style wireless communications facility. It is to <br />be located on the property ofMr. Steve Myers at 1201 Odell School Road. This is property that <br />was acquired back in the 20's by his grandfather, W. O. Goodnight. At the time Mr. Goodnight <br />had close to 500 acres there and at one point in time the largest poultry operation in the southeast <br />was operated there from the Goodnight farm. Mr. Goodnight had five children, so land got <br />divvied up. <br />We are talking about 87 acres. This is the residual tract that Mr. Myers has had since his <br />grandfather passed away and his parents helped him buy it in 1976. On the property as it stands <br />today, about half of it is primarily tree cover, primarily hardwood, a few pines mixed in about 70 <br />to 80 foot range. <br />Mr. Myers has a collection of buildings, some of them left over from his grandfather's operation. <br />We have his house, a little log cabin, a bam, a garage, a com crib, the old feed warehouse for the <br />poultry operation and a helicopter hanger. <br />What Mr. Myers does have is a very good location. The primary purpose for this facility is <br />designed for Verizon wireless and it is also designed for four of their competitors. The closest <br />tower to this is 8,450 feet away. Verizon ideally, would have loved to be on the other side of the <br />road but that would have put them into the watershed of Coddle Creek. So, we pulled it back as <br />far as we could still trying to meet their coverage objectives and in Mr. Myers case, we got an <br />incredible property to that. You got the tree cover, you got the 87 acres, while it is not really <br />where they put the pin on the dot, there is nothing we can do about the watershed. <br />He said Mr. Collins helped him a great deal through the County process but a lot goes into the <br />process. We have to have this approved by a certain number of federal, state and tribal regulatory <br />authorities. <br />First and foremost and this is essential, we had the facility reviewed by the FAA. In this case <br />they made two very important findings; determination of no hazard to air navigation if placed <br />there at 170 feet. They also found and this is important for the folks that live nearby, marking <br />and lighting are not necessary. The FAA is not going to require illumination. The facility was <br />also reviewed by the United States Department of Fish and Wildlife (USF & W). The facility was <br />8
