Planning and Zoning Commission
Minutes
March 12,2019
The facility is being initially done by Verizon, but it has been designed for competitors also, not
only on the tower but on the ground. The hope is when and if they all deploy there, from an
emergency standpoint, you will have access to the emergency networks; that is the hope.
Mr. Adam Dagenhart thinks what the Chair is trying to say is the County has our cell towers for
emergency services in certain locations and we have had an instance before where as a cell tower
was within their triangulation between towers. He said has that been checked.
Mr. Yates thinks that was in the review.
Mr. Collins said yes it was checked. He showed it on the map.
The Chair asked if there were any questions for the applicant.
Mr. Frank Longest requests that the application with all the exhibits A through I be submitted as
part of the record.
There being no further comments or questions, the Chair opened the Public Hearing. There being
no one speaking in favor of or in opposition to the conditional use, the Chair closed the Public
Hearing.
The Chair opened the floor for discussion among the Board.
The Chair said assuming everybody does have a cell phone, it would probably benefit that area.
It is about a mile and a half from the closest tower, which is a pretty big gap. It looks like there is
a lot of housing out that way so you are being invaded by houses as well as everybody who is
living in them who has a cell phone. He is sure people from Verizon would appreciate having
better service.
Mr. Jeff Corley asked the Chair if he wanted to add a condition for additional landscaping or was
he satisfied with the presentation.
The Chair said just wanted to make sure as you are looking at it during the winter you cannot see
through it. He said you can cut the trees down and then there is nothing. He understands a wood
fence is a bonus for sure, but wood fences fail.
There being no further discussion Ms. Holley Grimsley, MOTIONED, SECONDED by Mr. Jay
Wood to Approve Petition CUSE20 19-0000 1-Conditional Use Permit for a Wireless
Telecommunications (WTC) Tower with the conditions recommended by Staff. The vote was
unanimous. (See attached Granting Order with Conditions and Findings of Fact)
Break to set up for next case.
11
