<br />8 <br />Items to consider: <br /> Is the plan appropriate? <br /> Does it provide screening and visual separation from the road and adjacent <br />properties as required by the Ordinance? <br /> Are the areas that were removed being restored adequately in light of the original <br />conditions of approval? <br /> Is the plan meeting the original intent of the approval? <br /> Are the plantings appropriate for the areas and does it comply with the Ordinance <br /> Are the plantings that are proposed appropriate based on what the Board <br />observed in the field? <br />Staff comments: <br /> In general, the calculations provided show that the new landscape buffer areas <br />meet the minimum standards of the ordinance. <br /> In general, as proposed, the plan shows an adequate mix of plantings. <br /> The plan needs to be revised to show various colors for the symbols used for <br />plant identification. It is difficult to differentiate plantings with everything in black <br />and white and at scale provided. Revise plan. <br /> Plantings and calculations for stream buffer and wetland buffer need to be shown <br />on the plan (specific plantings shown, not hatching) to comply with requirements <br />of Cabarrus County Development Ordinance. Revise plan. <br /> Applicant is proposing to use plantings that are not in the approved plant list <br />around the Stewart property. Revise plan <br /> Landscape plan, as submitted, does not meet the minimum standards of the <br />ordinance around the Stewart property. Revise plan <br />Without a tree survey, there is no way to verify that existing plantings being used meet <br />the standards of the Ordinance. The Board must determine, based on site visit <br />observations and the plan being presented, if the plantings proposed are appropriate <br />and meet the intent of the original approval. <br /> <br /> If the Board decides that the proposed plan is adequate, the Board should enter <br />that information into the record and consider the next item. <br /> If the Board decides that the plan is not adequate, the Board needs to provide <br />specific direction to the applicant on how the plan can be corrected for the site to <br />come into compliance with the Ordinance and the conditions of the original CUP <br />for the site. <br />VIOLATIONS (SEE SITE PLAN/LANDSCAPE PLAN/FLOODPLAIN DEVELOPMENT <br />PERMIT) <br />The Board of Adjustment must decide if the information submitted clearly demonstrates <br />a course of action for remediation of the site as it relates to the Violations that have <br />been issued for each of the parcels that are part of the overall solar farm project:
