Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />The Chair asked Mr. Healy ifhe did the study originally. <br />Mr. Healy said yes. <br />The Chair said I am not a glare expert either. I just do not like getting hit in the face with it. So I <br />know it is pretty naked over there in the comer of Joyner and Mt. Pleasant. I go that way a lot <br />and he knows that everything is down below that. When those panels are sitting there and the <br />south is this way coming to those panels --is that right? If I am going down Joyner Road, <br />everything is facing south, correct? All those panels are facing south? <br />Mr. Healy: The ones on the north side of the road are. Well, they all are. <br />The Chair said right, so would the east be behind me or what would be behind me? <br />Mr. Healy said you are going west. <br />The Chair said I would be going west? <br />Mr. Webb said it would be 601 towards Mount Pleasant Road. <br />The Chair said when you did your study, what did you do? I mean did you look at it when it was <br />naked like it is now or did you do it when there was trees there or what did you look at? <br />Mr. Healy said, as you can see on the screen here, these are the results from the SGHA T tool. So <br />observation points two and I believe seven were right there near the corner of Mt. Pleasant and <br />Joyner and you can see that there is potential glare that could occur there. This is the chart that <br />was produced by the Sandia National Laboratories to try to indicate the glare intensity. It's based <br />on several studies that are kind of quoted there to the right. The yellow area indicates potential <br />for an after image, the red indicates potential for permanent eye damage, and the green indicates <br />low potential after image. So, the table that was produced, you can see that most of the glare that <br />would occur, based on the arrays in the observation points was in that yellow area, meaning that <br />there may be a potential for some after image. Again, what we are looking at and what we are <br />talking about is really glare, coming off like a reflection of a lake, would be a similar equivalent <br />you may have witnessed. <br />The Chair said, when you did this study, does it matter if the bush is six feet high and 30-foot <br />high; would that affect glare? <br />Mr. Healy said what you are trying to do with landscaping is just reduce any potential for after <br />image, by breaking up the actual amount of glare that your eye sees. The amount of glare that <br />your eye sees is based on distance. So, the further away it is and the smaller it is, it is going to <br />23
