Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Mr. Wood said I see your referenced chart, but it is very generic. It does not say they started on <br />the second of January of2017, ended on the first of January of2018. I am not seeing anything <br />specific. <br />Mr. Webb said as far as a year, I do not recall seeing a date other than January 1st. The way I <br />was reading the chart, it is a prediction of where the sun would be at that timeframe on January <br />I st at each time of the day, the angles of the panels and then from those two, they can figure out <br />the refraction angle of what would be glint and glare coming back from the panels. I am not an <br />astronomer. I do not think there is enough change from year to year in each day that it would be <br />necessary to have it done per year or look at a 20-year run of periods, with the intent the angle <br />might move a minute or two as times on for each year. But, as you go through the reports, some <br />ofthe areas only were for a short period, a couple of weeks, spring and fall. Some of them were <br />for six months. <br />Mr. Wood: Thank you. <br />The Chair asked ifthere were any other questions for Mr. Webb. Thank you. <br />The Chair does not think Mr. Benshoff gave his address last time. <br />Mr. Benshoff said I am sorry, Mr. Pinto, are you saying I did or did not. <br />The Chair said you did not, so I have to ask you for protocol to provide it. <br />Mr. Al Benshoff, 221 Ravine Circle, Southeast, Concord, North Carolina. <br />The Chair believes there was two addresses, one was in Chapel Hill, too. <br />Mr. Benshoff said, 1526 East Franklin Street, Suite 200, Chapel Hill. <br />Mr. Benshoff said the applicants' recognized glare expert, Mr. Robert Healy, is here tonight and <br />he can answer some of the questions that you have. <br />The Chair said okay, that is fine. Has he signed a blue card? <br />Mr. Benshoff said he did. <br />The Chair said okay, come on in. <br />Mr. Benshoff said he has been sworn in and I have a few questions to ask him when you are <br />done. <br />Mr. Robert Healy, 1850 North Central Avenue, Phoenix, Arizona 85004, addressed the Board. <br />22
