Planning and Zoning Commission
Minutes
March 12,2019
Mr. Dagenhart said going to the next sheet, which will be L-l.3, the lower corner there where it
turns 90, where you got a 600 feet, at B 1 E on the south end of -
Mr. Corley said it is that spot we spoke about where you have that 600-foot section.
Mr. Jansen said that area right there, correct (showed on the diagram)?
Mr. Dagenhart said right, around there and around the corner. He said based upon field
observations, the area that you are showing is not impacted and is in compliance, we do not
agree. You need to increase that buffer around those areas.
Mr. Jansen said so you suggest taking that BIE buffer and extending that?
Mr. Dagenhart said right, along where the Kleinfelder had said the encroachment was. There was
a concern in the field there; help me with the property owner there.
Mr. Corley said Criswells.
Mr. Dagenhart said Criswells. He said that looks to be adequate. Obviously, you will have to
make sure you do not have those building encroachments where you are trying to put
landscaping, but that is a private issue.
Mr. Jansen said yes.
Mr. Dagenhart said we talked in the field about around the streams and the wetlands. You have
adequately displayed what we discussed in the field. Those areas look good. The only area I
cannot remember, was going to the north side of Joyner L-l.l, back in that back corner, the back
right corner B7. He asked ifB7 is a buffer. It shows that it is existing and it is adequate, but I
thought we determined that day in the field, that it needed something else there. So, help me
understand what you are trying to show there.
Mr. Jansen said in through here is a cursory of the BIB buffer and then below that showing 828
feet of the B7, existing vegetation, which is indicated as being compliant.
Mr. Dagenhart: Okay .
Mr. Jansen said then as we go further south and we have areas where there is the sediment basin
there, we will have a B 1 buffer. He thinks, if you are remembering from the site visit that is an
area that we did encroach into the buffer with the basin.
Mr. Dagenhart said right. I cannot think of any other areas, based upon the field visit, the ones
that I went with. Is there anything that we are missing? Did the other group have anything to
add?
49
