Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />The Chair asked if anybody have anything else to add. <br />Mr. Dagenhart said once those areas we talked about are addressed, the thing that the county <br />needs and the staff needs is these plans on a larger scale so they can be easily in the field, for <br />verification come inspection. <br />Mr. Jansen said yeah, I imagine you will allow us talk with staff as to the scale that they want. <br />Mr. Dagenhart said that is fine. The only other thing I suggest is, based upon the site visit, based <br />upon the first area we are looking at, granted, I know you are showing the B8 here, but now it is <br />a B3. The field visit that was representative of a B8 condition, near your field trailer? <br />Mr. Jansen said no, there is actually no B8 plantings yet. <br />Mr. Dagenhart said okay. I guess what I am saying is we knew we needed detail, but you also <br />need to include center to center on those plants, so that staff can make sure that you are planting <br />them right, not just that I got 10 bushes in this one spot, but, I need to know the placement as it <br />relates in that buffer. <br />Mr. Jansen said I understand what you are saying, yes. <br />Mr. Dagenhart said, I guess what I am saying over on your B3 detail, you can work with staff, <br />but in my mind if you say I got 12-foot on center for the hollies and then crepe myrtles are this <br />much on center and whatnot. <br />Mr. Jansen said within the details showing? <br />Mr. Dagenhart said within the details, but then they still need the larger scale detail sheet to <br />actually be able to reproduce it in the field for verification. <br />Mr. Jansen said okay, showing some dimension lines within the detail. <br />The Chair asked if anybody else have any comments. <br />Ms. Morris said as far as the violations, one of the things that the Board will need to determine is <br />whether or not the site plan and the landscape plan and the floodplain development permit <br />rectified the violations on site. So, the Board of Adjustment must decide if the information <br />submitted clearly demonstrates a course of action for remediation of the site as it relates to the <br />violations that have been issued for each of the parcels that are part of the overall solar farm <br />project. <br />A notice of violation was issued to Five M's on March 1 st for encroachments into the required <br />100-foot undisturbed buffer in various locations around the Stewart property.
