Planning and Zoning Commission
Minutes
March 12,2019
thing. I am to the point where I care too much about this now. I feel we have an obligation to
this County to see this through. I agree with Adam; the trust level here is pretty low, not
individually, but just in this whole process, because it has been messed up throughout.
Personally, I want to see this through. I do not want to throw this to Staff, because we are
invested now, and personally, I think it is quite a cop out to just approve with conditions and let
them fight it out. Because this Board made a decision that then someone threw that decision out
the window for whatever reason, and that is why we are here to begin with.
I understand, but that, combined with wasting a whole bunch of everybody's time early on,
where we are at today, we should have been at four meetings ago, in my opinion. I do not know
whether we were not being taken serious on what our positions were. As this plan has evolved;
why didn't we get this plan from day one to address the critical violations that occurred?
We were given a pretty map with some colors that said, yeah, we are probably going to plant
some stuff there. I mean, that is what it said. That is literally how this started. So, I understand
your position to get it wrapped up. I think everyone up here, not to speak for them, wants to wrap
this up too. But, personally, I think I am too invested in this now, to let it go, with the chance that
we still do not get where we need to be.
Dr. Litaker said I agree. Every time I show up, something else is uncovered. It is like every time
I come up here, I am discovering something else that I either just missed or was not told or it was
not brought up. I think the trust level has really gone down and, yeah, I am frustrated. I told you
from day one why don't you just come in and say, "1 screwed up. What do I have to do to fix it?"
That is the bottom line.
I do not understand. I think that day one, I asked what happened? Why did it go this far and go
wrong and no answer yet? So, I think the trust level has really gone down because every time we
come back, we get more information, the studies are inadequate, this and that. So, I think it has
just been misrepresented from day one.
Mr. Gittens said we have worked in good faith to answer all of the County's questions. The
issues involved with the notices of violation are complicated; they are. We have tried to present
to you essentially, a completely revised CUP application. With all the experts that have to be
brought in, it is complicated, took a long time, and I sense the frustration with that process. But,
we have not been hiding information. We have been fully up front, where we can be, we said day
one that this was our responsibility, but that the explanation behind the vegetation removal is not
black and white and there are many factors involved with why it happened. Some of those
factors, we have shared with you and others we have not, because we are dealing directly with
other parties with those. I feel like we have answered the questions adequately, we have
responded to the County's requirements and the Board's requirements. We have gone out to the
community, we have dealt with the issues directly where we could, and here we stand now with
specific instructions from the Board on how to fix the last remaining issues. I am not sure there is
anything that the Board has not instructed us to do that was not raised here today or in the last
