Planning and Zoning Commission
Minutes
March 12,2019
hearing that we cannot deal with. I understand the Board's position I do not suspect at this point I
am going to be able to convince the Board as a whole to change their minds, but I would ask that
we follow this similar process for an April hearing if possible and knock down more of the items
that we need to resolve, knowing that they won't all be resolved. But, by that time, perhaps the
Board's faith in what we are doing will increase and we can leave that hearing with approved
conditions and for an amended CUP.
Mr. Dagenhart said knowing that you will not have the glare study in time for an April meeting, I
do not want to see you personally --not you personally, but I do not want to see you before this
Board until you have a complete package, until you are ready to address the items that were put
before you tonight to fix. Until you have it ready to address, I do not feel you need to come
before this Board.
Mr. Gittens said so, an indefinite postponement of the next hearing?
Mr. Dagenhart said no, no, phase one of the glint study, like we talked about; address the
landscaping. You cannot have all of that taken care of before an April meeting.
Mr. Gittens said the landscape, there are multiple items to correct on the landscape plan. We can
certainly fix most of them, possibly all of them by the time we have the next hearing, ifit is in
April. The glare study, I would have to tum to Mr. Healy.
Mr. Dagenhart ,said, I guess what I am saying is I do not want you to submit by Friday, a plan for
staff that is only 80 percent for landscaping. If you cannot address all the comments tonight
about landscaping, there is no reason to even come in April. In addition, you won't even have the
glint study resolved by then.
Mr. Rockett said a comment was made earlier that we were two to three weeks away from that
being ready, which certainly means it is not going to be turned in by Friday, which means it
cannot be ready for review in April. I believe that Mr. Benshoff mentioned earlier that there were
parts, with tomorrow being Wednesday, that it was not feasible to have to us by Friday, which
would be, even a grace period beyond what Staffs deadline is for items to review.
Mr. Dagenhart made a motion that the Board consider the applicant's request to take partial
submittal of what has been addressed today or the comments back to the applicant.
The Chair said do we have a second?
Mr. Wood is not sure what Mr. Dagenhart is proposing. Can you say that again?
Mr. Dagenhart said, he is asking us to consider, so let us put it before a vote and consider it, to
move forward with an April meeting with partial comments addressed, as opposed to coming
back on a later date with everything addressed.
57
