Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />There being no other speakers for or against the rezoning the Chair opened the floor for <br />discussion. <br />The Chair does not think the rezoning will impact the neighbors negatively at all. It is not going <br />to do anything to the land use out there . It is still going to be considered a farm and run as a farm. <br />Right now, the farm is nonconforming so the rezoning will bring it into compliance, especially <br />with the easement. <br />Mr. Jeffrey Corley does not think the rezoning will be detrimental to the character of the area. As <br />the Chair said, it brings it into conformity with an existing use and the fact that infrastructure is <br />not available makes this a great use of the property. <br />Mr. Brent Rockett said he agrees completely with the comments. <br />There being no further discussion, Mr. Jerry Wood, Jr. MOTIONED, SECONDED by Mr. <br />Andrew Nance to APPROVE Petition RZON2019-00001-Request for Rezoning from Office <br />Institutional (01) District to Agricultural/Open Space (AO) District. The vote was unanimous. <br />The Chair said the property has been used for 114 years as a farm. It should not have been <br />rezoned to the 01 District to begin with in 2005, with a blanket rezoning; especially a historical <br />one like that. Asking for the conservation easement will keep it in perpetuity. He thinks we need <br />more of the farmland preservation out in that part of the county and the rezoning helps that. <br />The Chair said he does not know if that helps with the consistency statement. <br />Mr. Koch thinks those are good points to bring up. <br />Consistency Statement <br />The rezoning is not consistent with the Eastern Planning area but for the reasons stated by the <br />Chair and for the reasons in the staff report, it is reasonable and in the Public interest. <br />There being no further discussion, Mr. Jeffrey Corley, MOTIONED, SECONDED by Mr. <br />James Litaker to APPROVE the Consistency Statement. The vote was unanimous. <br />The Chair said anyone wishing to speak for the following Board of Adjustment Cases or to <br />testify during the public hearing for these cases must be sworn in. If you wish to speak, we need <br />to have a completed blue card submitted to the Clerk. He asked those wishing to speak to stand, <br />raise their right hand, and he administered the Oath. <br />New Business -Board of Adjustment <br />The Chair introduced Petition CUSE20 19-0000 1-Conditional Use Permit for a Wireless <br />5
